Throttling is something that some hosting companies do to limit or restrict the bandwidth, or the amount of traffic/resources your web site uses on their server. This is a tactic widely used by many "unlimited bandwidth" companies out there. If you have a busy site with lots of traffic or you have exceeded the "cap" they've placed on your account, your visitors would see an error page instead of your web site. Once your account falls back under your "throttled" limit, then they make your site available again.
